| 摘 要： | 我国政府危机管理指挥体系不健全，综合危机管理机制缺失，危机意识淡薄，对专家、公众参与防灾、治灾重视不够，应对社会危机的法律、法规建设薄弱。完善政府危机管理体制，要建立独立的综合危机管理指挥体系，完善专家咨询防灾系统，树立危机意识，培养公民自我处置灾害能力，健全应对危机的法律法规体系。

| Abstract: | Influenced by factors like globalization of economic development in depth,the transformation of the society and global warming,crises are frequently occurring and their effects are enlarging unceasingly.Reinforcing social management,safeguarding social stability,and perfecting government crises management system and mechanism are badly demanded for building the harmonious socialist society.This paper tries to explore into ways to perfect government crises management system and mechanism. |
