| 摘 要： | 科技创新活动是一项复杂的社会系统工程，不仅需要依靠市场力量的拉动，还需要相配套的政府功能支撑。海西各级政府只有找准自己在海西科技创新体系中的定位，以市场机制为依托，运用公共行政手段建构迎合海西科技创新发展需求的资金平台、政策平台、技术共享平台、协作平台、人才培育平台，形成完善的海西科技创新服务平台，才能有力地促进海西科技创新。
