摘    要:在市场竞争日益激烈的今天,如何建立、健全科学的人才评价和用人体系、建立人才流失危机的防范机制已成为一个不容忽视的问题。企业应通过塑造企业化、调节工作环境和完善激励机制,坚持企业人性化的管理,为人才提供多元化的发展空间、赋予他们具有挑战性的任务和参与企业管理的机会,为人才营造宽松和谐的工作环境,激励人才的学习欲望和工作热情。同时培养人才对企业、对事业的忠诚感、责任感,将国有企业人才流失严重的问题防患于未然。

Abstract:In these competitive days,we find it important how to establish and improve assessment system and employment system of talented persens,how to set up a mechanism against talents flowing-off. An enterprise should spur their learning enthusiasm through creating enterprise's culture,adapting working environment and perfecting the ecouragement system,the enterprise might stick to humanistic management and provide talented persons with many-faceted developing space,with comfortable and harmonious working environment.It could be useful avoiding talents flowing-off of state-owned enterprises to train their loyalty and responsibility.
