| 摘 要： | 以创建公共服务型政府为目标实现政府职能转变,形成统一市场实现资源自由流动以提高效率,培育核心企业带动集群适时跳出低质竞争的怪圈实现产业升级,完善产业支撑体系促进民营中小企业成长,'加大对外开放力度促使集群融入全球价值链等,上述公共政策都能促进区域产业集群发展.

| Abstract: | It is very important for the local authority to implement countermeasures against the disadvantage,since so many regional industry cluster have been practically confronted with various predicament.Meanwhile,the incongruous role of government,enhancing market chances of competition,supporting several kernel enterprises,attaching importance to the development of small and medium-enterprises,new stage of China's opening up with synchronously integrating into the global economy,and so on,all of these public policies are eventually beneficial to the growth of regional industry agglomeration. |
