| 摘 要： | 明洪武时期,太祖朱元璋立足现实,坚持民本意识,恪守致用精神,针对频发的自然灾害,提出一系列内涵丰富、用意鲜明的救荒措施,如灾前备荒、临灾救荒和灾后赈灾等。笔者仅以河南布政司作为考察中心,透视其救荒措施在具体实践过程中,出现的诸多难以克服的弊端,但因其大多在洪武时期转化为具体"荒政",并成为终明一代之"祖训",因而极具理论价值和现实意义,甚而对当前的荒政建设也具有一定的鉴戒意义。

| Abstract: | In the Hongwu period,Zhu Yuan-zhang based on the reality,insisted on people-centered consciousness and practical purposes, and against frequent natural disasters,he put forward a series of informative and distinctive famine relief,such as pre-disaster against famine thought,deal famine and post-disaster relief ideas,etc.This paper takes Henan province as the research center,finds out some insurmountable flaws in the process of relief.But most relief measures became concrete famine policy which is the code of ancestor,and they have great theory value and significances. |
