| 摘 要： | 高质量的公共生活是高质量的人类生活的重要基础,而高质量的公共管理是高质量的公共生活的重要保障。而公共管理是以公共组织为依托,运用公共权力,为有效实现公共利益而进行的管理活动。我国的管理模式正处于转型时期,公共管理模式还不够完善,因此需探讨在社区管理中公共管理的职能及运作方式,以更好的促进社区管理、建设与发展。

| Abstract: | Public life of a superior quality is the key foundation of the high-quality life of mankind and the public management of a superior quality is the important security of the high-quality public life. The public management is a series of managerial activities that realize the public interests by means of using public power. The management pattern in China is the state of social transition and not perfect, so it is essential to explore the function of the public management and its concrete operation in the community management in order to promote the community management, community construction and community development. |
