摘    要:源于美国次贷引发的最近金融危机表明:在信息不对称、金融创新复杂以及监管体制不完备的金融业,危机的防范与控制仅凭自律显然难以凑效。美国中央银行的货币政策是导致最近金融危机的重要诱因之一。2002年至2006年,美联储为了避免通货紧缩导致的风险,实行了宽松的货币政策,长期保持过低利率,于是那几年的房地产市场一片繁荣。但是,美联储却在助长资产价格上起了关键性的作用,即形成从繁荣到萧条的转变,导致了次贷危机甚至全球金融危机,美联储对金融危机负有不可推卸的责任。分析了美联储在金融危机形成中的作用,并对其作用加以反思,进一步探讨中央银行在防范和控制未来金融危机中的法律地位,最后对加强我国中央银行的地位提出两点建议。

Abstract:The recent financial crisis triggered financial industry which is full of asymmetric by the U.S subprime mortgage crisis shows: in information, financial innovation and incomplete regulatory system, self-regulation alone is clearly less effective to prevent and control crisis. The U.S. central bank's monetary policy is one of the important causes leading to the recent financial crisis. From 2002 to 2006, the Federal Reserve implemented loose monetary policy, long-term low interest rates to avoid the risk of deflation. Thus, real estate market looked prosperous during those years. However, the Fed had fueled asset prices. That is, the transition from boom to bust led to the sub-prime crisis and global financial crisis. The Fed should be responsible for the financial crisis. Through analyzing the role of the Fed in the financial crisis, reconsidering its role and further exploring the status of the Central Bank in the prevention and control financial crisis in the future, this paper puts forward two proposals as far as strengthening the status of the Central Bank of China.
