| 摘 要： | 信访机制的权利保障价值相较于司法救济逐渐弱化，而构建和谐社会的具体进程以及协调多方的社会机制中，信访由于其在成本、习惯以及社会影响上的优势，仍居于政府公共管理职能的重要地位。特别是根据民主政治的推进目标，正义伦理的发展要求，对现有信访机制进行重构探索，包括：强化信访工作的协同进程、注重执政理念的实体意义，进而从机制上创新群众工作，消弭人民内部矛盾，维护经济社会稳定发展，实现社会各层面的和谐。
