| 摘 要： | 世贸组织“多哈回合”的第六次部长级会议于2005年12月13日至18日在中国香港举行。经过六天的艰苦谈判和各成员方的共同努力,最终彼此妥协达成《香港宣言》。《香港宣言》的形成标志着多哈回合已取得积极进展,在农业、非农和发展等议题上的进展令人祝贺,特别是2013年全面取消农产品出口补贴可算是一个突破性的成果。在一定程度上消除了人们对坎昆会议受挫的心里阴影,重拾对WTO体制的信心。但最终结果毕竟是有限的,由于利益的根本对立,发达国家作出实质性的让步是艰难的。因而,“多哈回合”要正式生效,还有很长的路要走。

| Abstract: | The WTO Sixth Session Ministerial Conference in "Doha Round" was held in Hongkong China from 13~ th to 18~ th in Dec.2005.Hongkong Draft Ministerial Declaration was finally adopted through compromise after six days' hard negotiation and great efforts made by all the members. The declaration symbolizes that some active progress has been made in Doha Round and the progress on agriculture , non-agriculture and development dimension deserves congratu- lation , especially the elimination of all forms of export subsidies by the end of 2013 can be regarded as a break-through, which removes the shadow of frustration in people's mind in some degree and makes the people to regain the confidence to WTO regime. But the final result is after all limited. Because of the sharp conflict of benefits it is hard for the advanced countries to make a substantial concession. Therefore it is still a long way to go for Doha Round to be formally effective. |
