| 摘 要： | 开展青少年公民意识教育是我国公民道德建设工程的重要环节。构建与社会主义道德教育的导向相一致、与社会主义民主制度改革的步调相协调、与人类文明的普世价值相融合的青少年公民意识养成机制是社会主义政治文明和精神文明建设的必然要求，也是建设现代国家、构建公民具有国家归属感的和谐社会的必由之路。应试教育、趋缓的体制改革步伐和旧有的历史认识误区是当前公民意识教育面临的主要问题。探索可操作性强的青少年公民意识养成方案，找出与社会生活相接轨、与普世伦理相衔接、与青少年教育规律相符合的教育方法，是当前德育工作者的一项紧迫任务。

| Abstract: | Carrying on juvenile civic consciousness education is an important link in China＇ s civic virtues construction project. It is a necessary requirement for the construction of socialist political civilization and ideological development to buildup the mechanism of cultivating juvenile habit of civic consciousness in accordance with the orientation of socialist morality education, in harmony with the steps of socialist democratic system reformation, and with the universal value of human civilizations. It is also the only way to construct a modem country and harmonious society with the citizen possessing the sense of national belonging. Exam-oriented education, slowing-down steps in reformation and old historic cognition faults are the major problems civic consciousness education presently faces. At present it is an urgent task for moral educationists to explore strongly operational programs for cultivating juvenile habit of civic consciousness, and to form education methods in accordance with social life, universal ethics and juvenile education patterns. |
