| 摘 要： | 乞丐管理 ,历来是古今中外城市管理的一个难题。而在我国 ,随着城市化进程的加快 ,更由于《城市生活无着的流浪乞讨人员救助管理办法》的颁布与施行 ,乞丐问题出现了新情况 ,表现出了新特征 ,急需对其进行深入研究 ,以便于找到解决日益严峻的城市乞丐管理问题的有效措施。

| Abstract: | The beggar managing has always been a difficult problem of city management at all times and in all lands.In our country,with the aggravating process of urbanization,furthermore,because of issuing and implement of the"managing and ministering methods for urban beggars and dependant people",beggar issue appears new complexion,demonstrates new characteristics,which needs carrying on further investigation on it urgently,so as to find the effective managing measures to solve the severe urban problem. |
