| 摘 要： | 政策工具的选择对于公共政策的有效执行有着重要意义。基于公共管理研究范式的政策工具的选择,先后经历了传统公共行政视角、新公共管理视角和“新治理”视角。伴随着“新治理”范式兴起的政策工具选择的“新治理”视角不仅是对以往研究政策工具的“工具论”视角的超越,而且将政策工具提高到了公共治理的高度,提出了注重公共行动相关参与主体的有序合作的新要求。中国的公共管理实践在应用该理论时应注意考查其与国情的适应性,从中提取适合我国国情的元素。
