| 摘 要： | 实现基础教育均衡发展是我国教育发展的必然趋势。当前,必须提高认识,依法保障公民受教育权利;明确职责,发挥政府的主体作用;帮困扶贫,加大省级政府教育经费转移支付力度;制度创新,形成多元化的办学格局;突出重点,高质量普及义务教育;攻克难点,扶持弱势群体;优化整合,建立质量保障机制。

| Abstract: | It is an inevitable trend to realize the balanced development of basic education. Currently, we must raise awareness and guarantee citizens' right of being educated, make clear the responsibility and bring into play the government's function as the subject, help the poor areas and increase the provincial government's transferring payment of educational funds, innovate on the educational system and form a pattern of running a school by different ways, popularize the compulsory education with high quality, overcome the difficulties and support the disadvantageous group, and establish the quality guarantee mechanism by optimizing. |
