| Abstract: | The paper surveys the characteristics and the weakness of traditional innovation systems approach,reviews the emerging functional approach to innovation systems.The author constructs a functional model for the developing countries innovation systems,and an integrated analytical framework combining the actors-structure model and the functional model together,and suggests the process of innovation systems research. |
