上海高校分类评价:作用与建议

摘    要:高校分类评价可有效推动高校精准定位、特色发展、创新发展,促使高校着力于提升内部治理能力,促进高等教育资源合理配置。高校分类评价作为一项全新的探索性工作,尚需要丰富结果评价、过程评价、增值评价和综合评价的内涵与指标体系、评价方案设计,以及解决与其他评价体系的衔接不够等问题。为了更好地发挥分类评价在促进上海高校高质量内涵式发展中的作用,建议从指标体系与其他评价体系的共融共享、突出高校人才培养的主体功能和凸显高校办学特色等方面来完善高校分类评价工作。

The Main Functions and Policy Suggestions of Classified Evaluation of HEIs in Shanghai

Abstract:The classified evaluation effectively promotes precise positioning, characteristic development, innovative development of HEIs, and promotes them to focus on improving internal governance ability and the rational allocation of higher education resources. As a new exploratory work, the classified evaluation of HEIs still has some problems, such as enriching the connotation and index systems as well as evaluation schemes of result evaluation, process evaluation, value-added evaluation and comprehensive evaluation, and linking these index systems with other evaluations. In order to let classified evaluation better promote the high-quality connotative development of HEIs in Shanghai, we should integrate and share the index system with other evaluation systems, highlight the main function of talent training and the characteristics of HEIs and so on.
