| 摘 要： | 分析了电子政务信息安全存在的问题和建立电子政务网络安全保障体系的目标,围绕建设电子政务网络的各个环节阐述了建立电子政务网络的信息安全策略,最后提出了构建一个安全的电子政务系统需要坚持的三个观点：一是全局的观点；二是节约的观点；三是技术保障与信息安全教育相结合的观点。

| Abstract: | Both the information security problems in Electronic Government and the targets to set up the safe- guard system of information security in Electronic Government Network are analyzed.Around all the taches to setup an Electronic Government Network,the tactics of information security to build safe Electronic Government Network are expatiated.At last,three standpoints persisted in to set up a safe Electronic Government system are brought for- ward,which are the all-sided standpoints,the saving standpoint and the standpoint associating technical safeguard with education on information security. |
