| 摘 要： | 人民公社体制解体后,在农村形成了乡政村治的管理格局。由于体制自身的局限性,乡政村治在发展中也遇到了许多难以解决的问题,面临市场化、民主化、城市化等一系列挑战。理论和实践证明:乡政村治向更高层次的县政乡社转变是解决农村深层次矛盾的出路所在,是社会历史发展的必然趋势。

| Abstract: | There occured a ' commune governing village' administration system after the People' s Commune broke up. Owing to the limitations, the new system came across a lot of difficult problems in its development. It is now facing series of challenges such as market economy, liberal economy and urbanization. It is proven by theory and practice that the only way out to settle the deep-rooted contradictions in countryside is to change the commune governing village administration system into its upper level of' county governing commune' administration pattern. This might be the inevitable trend of social and historical development. |
