| 摘 要： | 随着企业参与实施政府科技计划程度的提高,科技计划的目标、内涵正在发生新的变化,如何看待和评价政府科技计划的绩效,将影响科技计划的管理模式,渗透进科技计划管理的各个方面.本文选取美国ATP计划和日本LSP计划案例,对两种不同的评估模式,在评估目标、评估主体、内容及评估结果的处理等方面的比较研究,从中看出不同目标导向对整个评估体系的影响,而政府作用的不同理念、不同经济发展阶段、不同文化背景形成了差异化的目标导向.
