| 摘 要： | 福建省集体林权制度改革发端于龙岩,龙岩林改起源于武平。龙岩林改围绕一个明晰,二个有偿,三条原则,四个实现的目标开展。林改后,基本实现了山有其主、主有其权、权有其责、责有其利。面对新情况和新问题,必须进一步深化林业社会化服务和支撑体系、森林资源流转体系、林政资源管理体系等综合配套改革。
