| 摘 要： | 1993年我国进行体育管理体制改革,使运动项目协会脱离了政府的直接管理,改革推进了体育社会化的步伐,但是,随着社会经济的深入发展,管办不分的情况仍然不同程度地存在,在一定层面上严重影响了体育事业的发展.研究为了探讨、解决这些新问题,采用各种研究方法,力求找出对策,理顺体制内部管理关系,完善管理体制,促进协会实体化的发展.研究表明:目前我国运动项目管理存在体育运动项目立项管理过于单一;体育运动管理仍然存在"管、办不分"问题;运动项目管理路径不畅、效率不高和体育运动项目协会独立自主权限尚不充分等问题.研究认为:我国运动项目管理制度必须进一步改革,既要考虑与世界接轨,又要体现中国的特色.主要对策应包括:进一步规范运动项目管理中心管理体制;必须不断推进运动项目协会实体化,使社会性的管理、调节居于主导地位;运动项目管理体制改革应以科学发展观为指导思想,根据国家和社会对各体育项目的不同需求,逐步建立以政府统筹为主导,社会和市场为主体,最终形成政府主导、社会自治、市场自主三者协调运转和有机融合的、具有中国特色的社会主义体育运动项目管理体制.
