| 摘 要： | 对华PNTR案是近年来美国国会立法斗争的焦点之一，这与利益集团对后冷战时期美国对华政策的影响有着密切的关系。本以PNTR案为例，简要介绍了PNTR案的由来及利益集团卷入PNTR的原因，具体探讨了美国利益集团围绕PNTR案的分化组合及其对国会的游说较量，概要分析了利益集团政治对美国对华政策的影响。

| Abstract: | PNTR towards China is one of the struggling focuses of the American Congress which is closely related to the interests groups' influence on America's China policy in the post cold war period.This paper takes PNTR for example, briefly introduces its origin, and the reason of interest groups' involvement in PNTR. It examines in details the disintegration, reunion of interest groups and their lobbying to Congress about PNTR, and it also analyzes the influence of interest groups politics on America's China policy. |
