| 摘 要： | 地方政府的集群政策在产业集群发展中发挥了重要作用。集群政策在制订和实施过程中也要进行绩效分析。对集群政策制订和实施的成本和收益进行分析,目的是期望从集群企业、集群产业和区域经济三个层面构建绩效评价的指标体系。

| Abstract: | The cluster policy of the local government is extremely important to industrial clusters.The cluster policy must also carry out the performance analysis in the making and the implementation process.This article discusses the cost-benefit analysis to the cluster policy making and the implementation so as to construct system to appraise the performance from the three aspects of the cluster enterprise,the cluster industry and the regional economy. |
