| 摘 要： | 恐怖主义犯罪严重地威胁着各国和国际社会的安全，阻碍着社会经济的发展。如何有效地预防和惩治恐怖主义犯罪，是当今国际社会和各国亟待解决的问题。恐怖主义犯罪形成的原因具有多因性，彻底根除恐怖主义犯罪，必须抛弃双重标准和单边主义，坚持标本兼治的观念，切实加强国际反恐合作。

| Abstract: | The terrorism crime has seriously threatened the security of every country and the international society, impeding the development of social most important issue which needs to must cast aside the double standard economy. Therefore, how to prevent and castigate the terrorism crime is the be solved urgently. In order to eliminate the terrorism crime thoroughly, we and the unilateralism, sticking to the concept of administering from both internal cause and external cause, strengthening the cooperation of international autiterrorism. |
