| 摘 要： | 针对我国高校科研经费使用现状,利用统计工具建立地域高校科研经费使用效率的监测指标体系,基于科研经费使用产出滞后于投入的测算分析,构建了基于投入产出角度的全国31个省、自治区、直辖市近五年科研经费使用效率评价的CCR模型,动态分析区域高校科研经费使用效率.研究表明,我国东中西部共有18个省市科研经费使用存在投入过剩或产出不足的问题,并针对问题提出一些政策建议.
