| 摘 要： | 20世纪后期,西方各国相继掀起了采用商业管理理论、方法和技术来提高政府部门公共管理质量和效率的＂新公共管理运动＂,并且取得了良好效果。而我国在同期进行了行政体制改革中也又受到＂新公共管理＂的影响,却并未取得期望中的良好效果。究其原因,则是我国与西方行政改革兴起的时代背景具有深层次的不同,行政改革的经济学理论基础在我国会陷入＂悖论＂。
