| 摘 要： | 2006年美国中期选举,打破了共和党连续6年同时控制立法和行政的局面,使民主党在野12年后终于赢得国会多数席位.两党分别控制政府和国会的局面必将对美国外交产生影响.这种影响能否在布什剩余任期内扭转美国外交方向,值得人们关注.尽管宪法规定国会与行政都有外交权力,但是国会由民主党控制的事实,并不能从根本上改变美国外交政策内容,无论民主党对现行外交政策有多大不满,结果恐怕是变的少,不变的多.事实上,无论是民主党控制的国会还是布什政府,目前在外交上的选择余地都不大,美国外交很可能还得按照当前的趋势继续走下去,至少在布什政府任内难以发生根本变化.

| Abstract: | The mid-term election in 2006 broke the Republican dominance of the US congress,making the Democrats the majority after 12 years.The government and Congress controlled by two parties respectively certainly affects the American foreign policy.However,whether this can bring about major changes in the remaining years of Bush administration remains unanswered.Although both Congress and president the right to make decisions,Democratic control of the Congress may not cause dramatic changes.No matter how disapproved the Democrats are of the present foreign policies,it is likely that more remain unchanged.In fact,neither the Congress nor the Buth administration has much choice in foreign policy. |
