| Abstract: | The public power spending in the gangland will take huge harm to people,therefor,to implement constitutional government is the only way to prevent the public power spending in the gangland.Only by ensuring people's resolution power,effectively carrying out division of power and restriction,and rigorously enforcing the program principle,can we effectively prevent the public power spending in the gangland. |
