| 摘 要： | 威尔逊和古德诺所提出的政治与行政二分法,与我国现实倡导党政分开思想有相同点,可资借鉴。中国共产党要提高党的执政能力必须先理顺党政关系,厘清＂党＂与＂政＂的实质内涵,进而重新界定党政部门角色、改善党的执政方式和领导方式,构建和谐党政关系。

| Abstract: | There are something in common between the dichotomy of politics and administration mentioned by Wilson and Frank Johnson and the spirit of separation of Party and goverment in China that we can learn from Wilson and Frank Johnson.To improve the reign ability of our Party,we must clarify the relations between Party and goverment and identify the essential meaning of ＂Party＂ and ＂goverment＂ first.Then we can redefine the role of Party and Politics sections,improve the way of reign and leading and finally build a harmonious relationship between Party and goverment. |
