| 摘 要： | 在十八届中央纪委六次全会上，习近平同志强调要推动全面从严治党向基层延伸。基层党员干部处在行政权力的末梢，是群众利益的直接代言人。在全面从严治党思想的指导下，探究如何治理基层党员干部“妄为”“不为”问题的对策，对维护群众切身利益，让群众拥有更多的实惠感、获得感有着十分重要的意义。

| Abstract: | In the eighth session of the six Central Commission for Discipline Inspection, Xi Jinping, general secretary stressed the need to promote the overall tightening Party discipline extends to the grassroots. Grass-roots Party members and cadres in the executive powers of the tip is the direct spokesperson interests of the masses. Under the guidance of comprehensive strictly administering the Party, It is of gneat significance to explore how to control grass-roots Party members and cadres“recklessly-action”,“Inaction”problem in order to safeguard the vital interests of the masses, so that people have more benefits sense. |
