教育外部收益的实证研究

摘    要:通过定量模型分析不同层次教育在社会稳定、计划生育和人民健康之间的外部收益,结果表明:不同层次教育水平具有不同的外部收益,因此,从效率角度上讲,政府在不同层次教育应承担不同的财务责任;在我国目前的经济发展水平下,初等教育的外部收益比高等教育更大一些,因此政府应给予初等教育更多的财政支持;这些研究结果与通常采用教育社会收益率得出的结论相一致:“随着经济发展、整体教育水平提高,高等教育外部收益有所增强”的立论没有得到足够的数据支持。

Abstract:The result shows from the quantitative model that different education acts on social stability, family planning and people's health. 1. Education of different level has different externality. That means the government has different financial responsibility in different level education from the efficiency point of view. 2. Under our country's present economic development level, the externality in elementary education is a litde larger than that in higher education, so the government should offer elementary education more financial support; 3. The above results are compatible with those from education social benefit ratio. 4. The suggestion that "the externality from higher education will be larger with the economic development" has not got enough data support.
