| 摘 要： | 县域内学前教育均衡发展的关键在于县域内城乡幼儿园教师资源的合理配置。本研究采用泰尔指数,分析M县幼儿园教师资源在其镇、乡、村三级行政区域的分布特征与配置状况。结果发现,县域内幼儿园教师数量差额较小,教师结构和教师质量达标缺口较大;教师数量配置、结构配置和质量配置在镇、乡、村三级行政区域都呈现出区域间差异较小但区域内差异较大的特征。总体来看,M县幼儿园教师资源在组间(即镇、乡、村之间)为低质量高公平配置;就组内来看,镇级园所之间、乡级园所之间均为低质量高公平配置,村级园所之间则为低质量低公平配置。针对幼儿园教师资源配置的不充分和不均衡问题,M县政府应建构县域内幼儿园教师分层准入制度,逐步推动县域内学前教育从有质量到高质量的过渡;建立县域内教师优先补偿机制,既要吸引优秀毕业生,又要留得住青年骨干教师;完善县域内教师专业发展机制,基于教师需求分层培养,同时形成县域内教师良性流动机制。

| Abstract: | The balance of teacher resources in county is the premise of the balance of preschool education in the region.Theil index was used to analyze the distribution characteristics and allocation status of kindergarten teacher resource in M county.It was found that the difference between the number of kindergarten teachers in the county is small,while the gap between the teacher structure and the quality of teachers is large.The distribution of number,structure and quality of professional teachers in towns and villages shows small cross-regional differences and large intra-regional differences.It is proposed that the government should reform its teacher entry mechanism,compensation mechanism and professional development mechanism to realize the rational allocation of teacher resource. |
