| 摘 要： | １９世纪７０年代以后，清政府面临着严惩的边疆危机，清政府首先把财政支出重点用于支持西征军费和塞防，至１８７５－１８８４年十年间，西征和塞防军事支出达８０００万两，占十年间整个国家财政支出的十分之一。１８７５－１８９４年２０年间，海防经费总共筹款约４２００万两，其中一半以及用于北洋海军建设，约１０００万两为宫廷所挪用，主要用于修建颐和园，而中法战争的军费支出总数约在３０００万两以上，在西征军费和中法战争军费中，债务收占到三分之一，反映了这一时期清朝战时财政对于内外债的依赖程度。

| Abstract: | Qing dynasty had been faced with serious crises in border area since 1870s. At first, the Qing government focused its fiscal expenditure on the western border area expedition and western border defence. From 1875 to 1884, both military expenditures amounted to more than 80 million taels, which were about 10 percent of the total national expenditure of Qing dynasty during this ten years. From 1875 to 1894, the coast defence expenditure was about 42 million taels, more than half of was spent on the building of the Northern Ocean Navy (Beiyang Suishi), and 10 million taels of which were embezzled by Chixi grand -empress, mainly used to rebuild the Summer Palace. In the Sino - France War (1884 - 1885), Qing dynasty paid out more than 20 million taels for military expenditure. At the western area expedition and the Sino- France War, the Qing government public loan's income was about a third of the total military expenditures. From this we can see how much the Qing dynasty' s finance depended on both its internal and external loan during the war. |
