| 摘 要： | 可持续发展观是人类对传统发展方式的反思和否定。在实施可持续发展战略的过程中，政策系统起着至关重要的作用。因此，对在传统发展模式下制定和实施的公共政策，政府要进行调整和创新，形成以人为本、以公共性为本质特征、以绩效为评估标准、促进立体公平实现的新的公共政策体系。

| Abstract: | The viewpoint of sustainable development is the counterthinking and negation of the traditional human developing mode. In the process of the carrying out the sustainable developing strategy,the policy system plays a very important role. Therefore,the government should adjust and innovate the publicy policies made and carried on under the traditional developing mode to form the new public policy system which takes human as the base,publicity as the essential feature, achievements and effects as the evaluation standard,to promote the realization of solid equity. |
