| 摘 要： | 目前我国学界对公共行政与公共管理的区分尚不十分明确,给实际工作带来了诸多的不便。本文从传统公共行政与新公共管理的历史发展顺序,理论和认识论基础,政府所起的作用以及实现政策目标的机制,管理方式与手段,公务员回应对象以及对公务员的看法等五个方面进行比较分析,得到了二者之间关系的有关结论。

| Abstract: | At present our academic circles yet do not extremely differentiate between public administration and public management,this situation gives rise to much block.This article analyses these two ideals from the historical development of the traditional public administration and the new public management,the foundations of the theory and the epistemology,the government functions as well as the mechanism for the policy goals,the way and the method of management,and the view about public servants. |
