| 摘 要： | 素质教育的本质要求在全国范围内实现最大程度的教育公平。中国素质教育政策形成的四个维度是一个从忽视教育公平到重视教育公平的渐进和改良的过程。在这一过程中遇到的最大障碍是二元教育现象,它也是素质教育不能真正实现的根本原因。未来素质教育政策应当克服二元教育现象,在宏观政策层面实现教育公平。
