| 摘 要： | 论文以李国新教授两次衡阳调研的结论为出发点，深入探讨进入新世纪十年来基层公共图书馆发展过程中的组织系统“僵独化”、发展非均衡化、功能边缘化等系列问题，并进一步指出这些问题的成因是文化事业管理主体缺位、管理体制错位和公民文化权利的法律救助缺失，解决问题的对策是培养基层公共图书馆代理人信托责任、建立举国文化体制和图书馆基本法的出台。参考文献12。
