| 摘 要： | 安徽舒城杭埠镇的土地以转包和转让方式进行流转,主要用于发展种植业;合肥市郊大圩镇的土地以出租和股份合作方式流转,主要为合肥市服务。土地流转自发性强,农民＂乡土＂情结浓郁是导致农村土地＂流＂而不＂转＂的重要原因。土地流转应与农业现代化目标一致,土地产权应分解为所有权、承包权与经营权,城郊镇与非城郊镇土地流转应分类指导,并与城镇化进程同步。
