| 教育公平与教育效率:教育改革与发展的双重目标 |

| 摘 要： | 教育效率是指教育对于个人发展和国家发展的贡献率。教育效率与经济效率的衡量标准不同,教育有其独特的效率原则。教育公平与教育效率不是对立关系,也不是主次关系,教育公平与教育效率是两个相互联系、同等重要的教育目标。现代教育应该坚持"教育公平与教育效率并重"的原则。单一依靠政府或者单一依靠市场都是有缺陷的,需要一种政府发挥主导作用、市场发挥辅助作用的混合机制,这种混合机制比任何一种单一的机制能更好地促进教育公平和教育效率。

| Abstract: | Educational efficiency is the contribution rate of education to individual development and national development.The yardstick of educational efficiency is different from that of economic efficiency,for education has its unique efficiency principle.The relationship between educational equity and educational efficiency is neither opposite nor primary and secondary,but mutually related to each other.Educational equity and educational efficiency are the educational objective with equal importance.Modern education should adhere to the principle of paying equal attention to educational equity and educational efficiency.Either only relying on government or market is defective.A kind of mixed mechanism with government playing a leading role and market playing a supporting role is required,which can promote educational equity and educational efficiency better than any kind of single mechanism. |
