| 摘 要： | 【目的/意义】网络信息环境健康发展受到了多种因素的影响,提高新媒体和政府部门的公信力、营造良好的舆论环境迫在眉睫。【过程/方法】基于参与式治理理论建立舆情信息发布的新媒体组织与政府媒体监管部门之间的演化博弈模型,探寻博弈双方行为的演化过程及演化稳定策略,并进行数值仿真模拟,分析公众参与治理对演化结果的影响。【结果/结论】结果表明:公众参与治理能有效约束新媒体组织的掺假行为,有利于促使监管部门选择从严监管策略,如此才能达到帕累托最优,实现社会效益最大化。

| Abstract: | 【Purpose/significance】The healthy development of network information environment is affected by a variety of factors.It is extremely urgent to improve the credibility of new media and government departments and create a good public opinion environment.【Method/process】Based on the theory of participatory governance,an evolutionary game model of pub lic opinion information released between new media organizations and government media regulatory departments was estab lished to explore the evolutionary process and evolutionary stability strategy of the behavior of both sides of the game,and numerical simulation was conducted to analyze the impact of public participation in governance on the evolutionary results.【Result/conclusion】The results show that public participation in governance can effectively restrain the adulteration behav ior of new media organizations,which is conducive to promoting the regulatory authorities to choose the strategy of strict su pervision,so as to achieve Pareto Optimization and maximize social benefits. |
