| 摘 要： | 公共服务以满足公共需要为旨归,是社会存在和发展的基础。公共服务伦理作为研究人类社会公共服务正当性及其操作规范和方法论的价值哲学,对公共服务的改革和进一步发展,具有导向、规范和终极价值关怀的意义。公共服务伦理的构成主要包含三个方面:制度伦理、政策伦理和个体伦理。
