| 摘 要： | 河南是一个经济不发达的农业大省，小城镇建设是其成为经济强省的重要举措。特殊的省情决定了河南的小城镇建设必须坚持行政推动和市场引导相结合的原则，在政府主导下进行，以乡镇政府为建设的主体。乡镇政府在小城镇建设中的地位和作用必须得到加强。

| Abstract: | Hennan is a large agricultural province with undeveloped economy. The construction of small towns is the important measurement to make it a powerful province in economy. Its special situation determines that the constructing of small towns must be conducted under the direction of governments and must take village and township governments as the principal part on the principle of combining administrative promotion with market-leading. The status and function of village and township governments in the construction of small towns must be strengthened. |
