摘    要:党的十九大报告提出了要加强国家创新体系建设,强化战略科技力量,到21世纪中叶实现建成世界科技强国和中华民族伟大复兴的宏伟目标。文章分析了国际一流科研机构在建设世界科技强国中的重要作用,提出国际化是国际一流科研机构履行国家使命的重要支撑,高水平国际化人才队伍则是科研机构国际化发展的核心要素。回顾了中科院实施国际化推进战略五年来所取得的成绩,分析了目前的差距与挑战,并提出以高水平国际化推进中科院建设国际一流科研机构的发展思路与具体举措。

Abstract:A report delivered at the 19th National Congress of the Communist Party of China raised the goals of constructing a world science and technology power and revitalizing the Chinese nation by the middle of this century through improving the national innovation system and boosting our strategic scientific and technological strength. This study analyzes the role of first-class research institutions in the construction of global science and technology powers, and points out that internationalization is a significant support for such institutions as they fulfill their national mission, and a highly internationalized state-of-the-art talent team is essential. The article reviews the achievements of CAS during the five years since it launched the strategy of internationalization. It also analyzes the current challenges that CAS faces, and raises a number of comprehensive thoughts as well as specific measures to promote CAS as internationally internationalized leading research institutes.
