| 摘 要： | 随着市场经济的建立和发展,我国出现了较为严重的诚信缺失现象。究其原因,主要是由于体制转轨中市场机制不完善．政府职能缺位和错位．政府行为不规范,相应的法规和诚信制度尚不健全造成的。加强诚信体系建设．应转变政府职能,规范政府行为。打造诚信政府。制订相应的信用法律．建立完善的市场规则和信用管理体系。发挥行业组织作用．培养公民的诚信观念。

| Abstract: | With the foundation and development of market economy,there has been a rather serious problem of lacking credibility. The main causes of the problem are the faultiness of the market mechanism during the process of systems transforming,in- completion and dislocation of governmental functions,improper behavior of the government and relevant regulations and the system of credibility are not sound.To reinforce the establishment of the system of credibility,the functions of the govern- ment should be transited,the governmental behavior should be disciplined,a credible government should be founded and relevant laws on credibility,should be constituted.Complete regulations and wholesome management system are also needed for the reinforcement,and the functions of the organization of each calling should be exerted and the citizens'awareness of being credible should be cultivated. |
