闽台创新型人才开发合作模式研究

摘    要:通过对目前闽台创新型人才开发合作政策、合作平台、合作方式、合作成果等现状的回顾,分析闽台在合作中存在合作意向不对等、合作机制不完善、合作程度不深入等问题;同时两地在人才资源、教育资源、产业等方面都存在一定的互补优势,在此基础上构建全方位、立体式的闽台创新型人才开发合作模式,重点阐述当前闽台迫切需要建立并完善官官、校校、产学研、介介企、民民企5种创新型人才开发合作模式.

Research on the mode of innovative talent development cooperation between Fujian and Taiwan
Abstract:This paper through reviewing the current status of cooperative policies, cooperation platforms, cooperation ways, cooperation achievements of innovative talent development for Fujian and Taiwan. Problems like the non-identical cooperation intention, imperfect cooperative mechanism, shallow cooperation degree in the cooperation between Fujian Province and Taiwan are analyzed. However, both places have complementary advantages in human resources, educational resources, industry, etc. On that basis, comprehensive three-dimensional innovative talent development cooperation model is constructed, and it also stresses with emphasis that Fujian and Taiwan shall establish and perfect five types of innovative talent development cooperation model, including Government-Government, University-University, Industry-University-Research Institution, Intermediaries-Intermediaries-Enterprise, and Civil institutions- Civil institutions -Enterprises.
