| 摘 要： | 大力促进少数民族和少数民族地区的发展是当代中国民族发展规律的必然要求，当代中国少数民族和少数民族地区相对落后的发展水平，是我国社会的主要矛盾在民族问题上的深刻反映，发展是新疆做好民族工作的主要任务，是构建和谐民族关系的关键，保持社会政治稳定是构建和谐新疆的前提，没有社会政治稳定，就没有和谐新疆。
