| 摘 要： | 图书馆免费开放是社会主义公共文化事业发展的一项重要举措。在各级政府的支持下，西宁地区图书馆发展较为迅速，在图书馆网络覆盖、数字图书馆建设、人才队伍培养方面均取得了较为显著的成绩。近年来，西宁地区公共图书馆坚持立足自身特点，准确把握政策方向，以公益性、公平性为基本原则积极策划了一系列有利于丰富当地人民文化生活，提高西部读者阅读素质的高质量活动，这对于提高于国民素质，提高政府的公共文化服务水平，促进社会进步意义深远。本文还结合西宁地区公共图书馆的现状，通过开展免费开放工作的探索，对今后如何加强免费开放进行了认真的思考和研究，提出了应对措施。

| Abstract: | The free opening of the public library is a significant task in constructing the public cultural servlce system. It is the embodiment of national enjoying the cultural rights equally. At the same time, it is also a great advantage for improving national quality and forming a better social study atmosphere. In this article, considering current situation of the public library in Xining district, we investigate and discuss the problem of the course in free opening public library, and come up with solutions. |
