| Abstract: | The key of building all-round society is strengthening the exploitation of rural manpower and enhancing the synthetical quality of rural work force. Higher vocational education should exert four main developing functions of education and training, technique popularization, base demonstration and information service to agglomerate and upgrade rural manpower. |
