| 摘 要： | 从气候变化具有的全球公共物品及经济公共物品属性着手,分析了温室气体减排作为公共物品问题所面临的两大难题以及自身所存在的特殊性。针对议定书的减排方式、减排效果及实施中面临的主要困难,提出了数量法背景下适时引入价格法以确定减排量,发达国家与发展中国家共同承担减排责任,引入市场竞争以提高监管效率。

| Abstract: | Climate change attributes to global public goods and economic public goods.The reduction of greenhouse gas emission has to face two challenges as a problem of public goods and has its special particularity.By analyzing the reduction methods,the reduction effects and the difficulties in implementing Kyoto Protocol,this paper puts forward three suggestions.The price method can timely be used to determine the quantity of emission reduction under the background of quantity method.Both developed countries and developing countries have responsibility to reduce the emission of greenhouse gas.The market competition may be introduced to improve the efficiency of supervision. |
