| 摘 要： | 晚清守旧官僚群体的演化经历了"反洋务"、"反维新"、"灭洋排外"三个阶段,"反洋务"阶段的主要代表是倭仁及李鸿藻等人,他们主要反对洋务派学习西方的科学技术,反对经济变革;"反维新"阶段以刚毅、徐桐等为代表,他们坚决反对维新派变革"祖宗之法";"灭洋排外"阶段则以载漪、刚毅、徐桐等为代表,他们在自身统治受到内外威胁的情况下,仍痴迷"天朝上国"观念,妄图与洋人最后一博,把其赶出中国.晚清守旧官僚群体的代表成员有因有革,其守旧思想则具有与时俱进的特点,同时其群体表现出独特的时代特征、结构特征和思维特征.
