| 摘 要： | 有限政府与有效政府既是经济现代化的引导与支持力量,又是经济现代化的基本要求。“有限”与“有效”对政府作用的范围作出了界定,并给政府的能力提升指明了方向。经济社会发展规划是政府履行职责的重要工具。“十一五”规划中政府职能转变的内涵既反映了我国现阶段经济社会发展的现实要求,又适应了经济现代化发展的基本走向。

| Abstract: | A limited and effective government is not only the leading and supportive forces of economic modernization,but also a basic demand.It can be defined in terms of the limits of its function and the orientation of its capacity development.Planning for social and economic development is what the government should do to fulfill its duties.The ideas on the change of the government function in the eleventh five-year plan represent the practical demands for social and economic development in present China and conform to the trend of economic modernization. |
